If one stole a credit card and the owner canceled it. Could they purchase off the web when they reinstate it?

I knew someone who lost their credit card. They then canceled it immediately without any purchase arising and the credit card company will send them a one. If someone else would find it after it becomes reinstated could they purchase items off of the web with the old card since it would have the same information (i.e. credit card number, name, and expiration date.) Or would some of these items be changed?
