If government leaders do not control Cars Base noise could it lead to civil war?

I have been researching for some time now about the effects of Car base noise(rattling trunks). It drives me nuts and found that a huge amount of people also are physically and painfully affected. Will no will power from government leaders to control foreign cooperation's destroying our country's health I am very afraid that we will be faced with some sort of war effort to get back control of our country. By the way I am totally in support of something major to stop it if Government officials cant get there act together. When u have 1 in 4 children with damaged ears for life for something that a simple license program for stereos possible to create the noise( concert areas only need such a thing) could easily stop the problem. Not counting the profits citys could make off such badly needed income. Wake up America!!!!!!!!
